The community will be able to have their say in an online public meeting on a State significant development application by Plasrefine Recycling Pty Ltd for the Moss Vale Plastics Recycling Facility. Plasrefine Recycling proposes to construct and operate the plastics recycling facility with a capacity to process up to 120,000 tonnes of waste plastic per annum. The facility is also proposed to manufacture plastic fibres and resins. 

The proposed Moss Vale Plastics Recycling Facility (SSD-9409987) would be located at 74-76 Beaconsfield Road, Moss Vale, approximately 2 kilometres north of Moss Vale. The decision on whether the State significant development will be given planning approval has been referred to the NSW Independent Planning Commission because the Department of Planning, Housing and Infrastructure received at least 50 unique submissions objecting to the proposal and the Wingecarribee Shire Council objected. 

Commissioners Mr Andrew Mills (Panel Chair), Ms Janett Milligan and Ms Clare Sykes comprise the panel appointed to determine the development application. 

The key issues identified in the Department’s whole-of-government assessment of the development application include social impacts, visual impacts, design and landscaping, land use compatibility and traffic. 

The Commission has access to all previous written submissions made to the Department on this proposed development, however it is particularly helpful for the Commission Panel to also hear the community’s views about the Department’s assessment of the key issues and its proposed conditions of consent. These documents are available on the Commission’s website. 

The Commission panel will hold an online livestreamed public meeting on the Moss Vale Plastics Recycling Facility on 28 October 2024 (9:00AM AEDT start), with registered speakers participating via videoconference or by telephone. The online format makes best use of public resources to ensure that as many people as possible will have the opportunity to be heard at the public meeting. 

Anyone wishing to speak at the public meeting must pre-register on the Commission’s website using the Speaker Registration Form. 

The deadline for speaker registrations is midday 24 October 2024. 

The Commission is also inviting the public to make written submissions which can be lodged via the ‘Make a Submission’ portal on the Commission’s website. The Commission will also accept submissions made via post or email. 

Written submissions will be accepted until 5:00pm on 7 November 2024. 

Please note
Registered speakers will be sent instructions on how to join the public meeting virtually and will be asked to indicate to nominate whether they will present to the Commission Panel either via video conference or by telephone. The public meeting will be livestreamed on the Commission’s website. Please note, if demand for speaker timeslots is high and the day of 28 October 2024 becomes fully booked, the Commission will endeavour to schedule a second day, which would also be held online.
