Pathways Cremorne Seniors Housing approved subject to conditions

The NSW Independent Planning Commission has today approved the Pathways Cremorne Seniors Housing project, located at 50-88 Parraween Street and 59-67 Gerard Street, Cremorne, within the North Sydney Council local government area (LGA).  

Skermanic Pty Ltd sought approval for this State significant development (SSD-49472213) which includes 58 independent living units, a 41-bed residential care facility and supporting ancillary uses, and a publicly accessible through-site link. The Project will generate up to 150 construction related jobs and up to 80 operational jobs.

The Department of Planning, Housing and Infrastructure (DPHI) completed its whole-of-government assessment of the Project in February 2025. The development application was referred to the Independent Planning Commission for determination because more than 50 public objections were made to DPHI and North Sydney Council objected to the proposal.

The three-member Commission Panel, comprising Ken Kanofski (Chair), Suellen Fitzgerald and Duncan Marshall AM, met with key stakeholders, conducted a site inspection and locality tour, held a public meeting where they heard from eight speakers, and received 32 written submissions.  

The Panel has today granted development consent to the Pathways Cremorne Seniors Housing application subject to conditions.  

In its Statement of Reasons for Decision, the Commission found that the Project “has been well designed to address the heritage significance of the locality and that it provides a suitable design response to the site constraints and opportunities”.  

The Commission assessed the local and Statewide benefits, impacts and risks of the proposal and found that, on balance, it is in the public interest.  

The Commission acknowledged concerns raised by community members, particularly relating to heritage, built form and traffic and transport, and imposed conditions of consent that mitigate and manage the issues raised. These conditions require the applicant to, among other requirements:  

  • Incorporate community consultation into the Project’s construction and environmental management plan
  • protect significant building fabric of local heritage items
  • ensure a suitably qualified heritage architect supervises works to heritage items
